They're the same character.
Just like Princess Toadstool and Peach.

Bowser's full name is King Bowser Koopa.

It's exactly as Sapphira said.

In Japan, he was always called Bowser, and never specifically called King Koopa without Bowser in there.

For whatever reason, they decided to go with just Koopa until Mario World. It took even longer for Peach to come about, in Mario 64. So, meh, just read Sapphira's post again; it's all there.

EDIT: I shouldn't say "never," as I know someone will prove me wrong, but he was named Bowser in the earlier games, in Japan.

Hey, wait a minute! In the instruction booklets for both Super Mario Bros. and Super Mario Bros. 3, he's clearly called "Bowser."
People keep saying they didn't call him Bowser until Super Mario World, but that's not true. Perhaps this is a misconception perpetuated by the cartoons? I've never seen any of them, but I do know for a fact that he's always been called Bowser, in America.

However, he's always been called Koopa in Japan, and not Bowser.

Chup is right. Bowsers called Koopa in japan & Bowser has been called Bowser since the start.I think your all getting confused with SMB The Movie & Super Mario Bros. the game.

Hm, you may be right. It seems I may have mixed that up. Ah well, you can't be right all of the time.

Come to think of it, in the intro to the Japanese SMRPG, it calls him Koopa, and in the American release, it was changed to Bowser. At least, I'm quite sure. I just hope I didn't mix that up as well.

He has always been only Koopa in Japan and only Bowser in the United States. He's a King in both. On a side note, I like the alliterative Baby Bowser.
