In Yoshi's House, the L and R buttons won't scroll the screen, but the Berries will briefly stop moving as if the screen was actually scrolling. For this glitch, you'll want to repeatedly alternate between pressing the L and R buttons, trying to keep the Berries motionless as much as possible. Sometimes the chimney smoke will split in half, multiply, and quickly fly around above the roof.
