Start the level with a P-Wing and take the lower route in the tall room with Donut Lifts. When you get to Bowser's room, immediately fly up and over the wall on your left. As soon as you get over the wall, drop all the way down, then fly back to the other room. When Bowser appears, he won't be able to breathe fire.
