Wasn't that less a matter of age, and more a matter of maturity (which coolkid has to a degree that one doesn't see in many Internet users older than he is)?

As for the under 13 thing, Turtlekid1 is right, and it's more a guideline than an actual rule. It's merely that most members under 13 lack the sort of maturity necessary to actively and constructively take part in forum discussions. There are some exceptions to this though.

You also never see me doing HUGE bumps...
