Found a site with the whole series in .pdf format. Amazing how pretty much every panel incorporates at least one gag.

Rest assured, I shant! But yeah, it was as one of several short examples of the offer/acceptance combo. Basically, if someone says in an ad/other general forum that they'll pay a specific amount of money to a person for a specific act -- and a "reasonable person" would believe they mean it -- then they're legally bound to that agreement, rare exceptions aside.

I've known about that since a million years ago. Why on Earth would they hide an image of a terrorist attack in a Mario Kart game?

It was foreshadowing Mario Sunshine when the city flooded at the end of the game.

It also bears a striking resemblance to Rogueport..

It looks like a photograph of a cardboard diorama of an ancient city, especially near the front.

If only the majority of the level reflected that sunken-city theme instead of being a mismatched, incongruous jumble of blocks and platforms that clearly signifies it was among the earliest levels to be designed.
