I thought he was talking about the bosses at the end of each world. Though admittedly, those didn't have a whole lot of variety either, just being bigger versions of normal enemies.

End bosses aside, the fact that we have to face Bowser Jr. beforehand in every fragging world just bothers me. At least Boom Boom and Birdo came in different flavors.
