2267 Assuming that the guilty party's identity and responsibility have been fully determined, the traditional teaching of the Church does not exclude recourse to the death penalty, if this is the only possible way of effectively defending human lives against the unjust aggressor.
If, however, non-lethal means are sufficient to defend and protect people's safety from the aggressor, authority will limit itself to such means, as these are more in keeping with the concrete conditions of the common good and are more in conformity to the dignity of the human person.

Today, in fact, as a consequence of the possibilities which the state has for effectively preventing crime, by rendering one who has committed an offense incapable of doing harm - without definitely taking away from him the possibility of redeeming himself - the cases in which the execution of the offender is an absolute necessity "are very rare, if not practically non-existent."

HOUSE BILL No. 2268
By Committee on Government Efficiency
2-10
AN ACT concerning state agencies; relating to the collection of licenses,
fees, charges, taxes and exactions.
Be it enacted by the Legislature of the State of Kansas:
Section 1. (a) Recognizing the cost differences between different
types of submission methods, any state department, agency, commission
or authority which is obligated by statute to collect any license, fee,
charge, tax or other exaction is authorized to impose a surcharge of not to
exceed 5% of the amount of such license, fee, charge, tax or other
exaction in order to enhance the efficiency of such agency.
(b) Any state department, agency, commission or authority which is
obligated by statute to collect any license, fee, charge, tax or other
exaction is authorized to establish a discount of not to exceed 5% of the
amount of such license, fee, charge, tax or other exaction in order to
enhance the efficiency of such agency.
(c) Any state department, agency, commission or authority which
elects to exercise the powers granted in subsections (a) or (b) shall adopt
rules and regulations:
(1) To establish the specific surcharge or discount; and
(2) to state the efficiency goals to be achieved, which may include,
but are not limited to, insuring that the surcharge or discount has
measured benefits of efficiency to the agency and customers.
Sec. 2. This act shall take effect and be in force from and after its
publication in the statute book.
