I've heard things about a cross between a home console and a handheld, so that seems pretty likely. I hope that it runs x64 architecture though, so that it doesn't get pushed out by devs using anything but Unity.

Screw it, I'm checking before I even post.
The guide says that the color of his hat/shirt was to be PANTONE 361, which converts to HTML code 1EB53A. (Source)
From the artwork in the HUD in this SM3DW screenshot¹, Luigi's hat is 02a82e.

In layman's terms, yes, his hat is a bit duller.

¹Technically, SSB4 has the latest art for Luigi, but I'm looking for a non-shaded image, and SSB4 uses a slightly different art style than the main games
