Shyguy92, in that last 4chan dump of yours... the second one got me. Hard. Also, was that leprechaun-hatted guy posted twice for comedic effect?

Also also, I got dangerously close to losing on that loop of a crying Weegee. …Then again, I may actually have lost—I was in a state of near-perpetual giggling while semi-reluctantly showing my brother some of the pictures (the fact that I saw the original scene that was from in a YouTube video killed it a little, but then again, I laughed at it hard the first time I saw it then).

Just substitute "citizens" for "counsellors" and "municipal government" for "summer camp", and my hypothesis wouldn't have been particularly far off. Back to teh images:
