I'm almost tempted to say Waluigi was created with the intent to be the first character where fans are meant to invent his personality.

Miyamoto has said he designed Link to be that way.

Edit: But hey, I invent personalities for a number of video game characters. Including Waluigi.

No, I meant, like, he's not even defined emotionally. With Link, you can at least assume traits of heroism and, well, courage. Waluigi's... an angry, thin Italian? With a water obsession (see the Mario sports games)?
