Yeah, that's how GameStop does used games. They also sell used copies of main-series Pokémon GBA games and Katamari Damacy for more than they cost when they came out.

I bought Katamari Damacy brand new in it's original wrapper for $19.99 at GameStop.  They had several copies for the same price that were all brand new; not shrink wrapped resales.  I had previously sold my copy when the new one came out, but later went back to buy it again.
