He isn't. What if you actually can unlock Luigi in Mario Sunshine, though? That would be "rad."

I can't see Toad getting a leading role in a game anytime soon. Let's face it, he's pretty useless. Unless he followed through on his SMRPG comment and got a bazooka, that'd kick. :D Peachie will probably get another game or two, she's pretty kewl when she's not busy being a Damsel In Distress.
