Were the Goombas Toads before they joined Bowser?

Ganon Vader:
The manual for Super Mario Bros. 1 describes them as “a mushroom who betrayed the Mushroom Kingdom”. Does this mean they were once Toads?

i think they are mushrooms but not toads

They are more like walnuts than mushrooms anyway.
