For me, usually slightly (about one inch, give or take) below the waist. My general rule for myself is that if I can feel a draft on my butt, or my boxers are visible between my pants and shirt, my pants are too low.

Well, slightly above, I guess, but that depends on the definition of "slightly". When I was much younger and had practically non-existent hips, I obsessively wore my pants at a height that just about would put Urkel to shame. Nowadays, I'm more relaxed, but I still don't like the sensation of "low" pants (feels like they're about to fall off, usually).

My pants are at the waist. Lately though they've been falling down 'cause I've lost some weight.

This is an inventory of all my pants and how I wear each.

Jeans* -- Levi Low Rise Boot Cut 527. Always.
Dress Pants** -- Express Producer, and some off brand dress pants.
Casual / Khaki* -- American Eagle Khaki Boot Cut, Old Navy Casual, Dockers Straight Fit Khaki.
Shorts -- Levi Cargo.
Belts are a must with the above items.
Athletic Pants* -- Mesh shorts, synthetic running pants, cotton sweat pants. Under Armour, Nike, Reebok, high school cross country and track gear.

* Sits slightly below the waist.
** Sits at waist.

I can't wear them anywhere but my waist. Lower than that and it feels uncomfortable; higher than that and I'd have to go up a couple inches to fit them over my belly.

I wear them slightly above my waist, although they tend to want to go below my waist for some reason.
