    This is an unbeatable Level!!!!  Is there a way to beat it eithout going through the unbeatable challenges?

If you take Fifth's advice, you can just bypass Bianco Hills:

"Got another 'bug' of sorts, though it's really more of a way around.
It's possible to climb the shine gate with only FLUDD's hover nozzle. You can jump into the manhole by the fruit freighter's dock, then leap out and hover to get to the middle platform, where a well-timed triple jump and some more hovering can get mario just close enough to grab onto the top.
It's possible to get to the last area (Pianta Village, excluding Corona Mountain) before even opening up the first!"
