I thought it was rather self-explained in the game, but you have to jump into them to get them.

(In other news, your question was way too broad and most likely no one here knows the exact location of every shine.)

There are  8 levels in each area and that's at least 8 per area. I think (I don't remember) if you go back to the secret levels (the ones where you lose FLUDD) you get to keep FLUDD and there's a switch that activates 8 red coins. If you can collect them all within the set time limit you'll get another shine sprite. There's also some hidden around Delphino Plaza, as well as some secret levels where you can use FLUDD. (Actually for one at least you have to use FLUDD)

Any time you hear a high pitched sort of hum, there's a Shine nearby. Also..
Actually for one at least you have to use FLUDD

There are at least two: one for the level hidden behind the police Pinatas, and another one in that door just down from where the police Piantas are. Both require you to have the Turbo Nozzel I believe.

Here's an idea: Next time you're playing, hit Z either during a level or in the plaza, then move the cursor up to the Shine icon at the upper right-ish and press A. It'll show you a list of how many Shines you've collected in any given area (excpet for the plaza, which has.. three or four, I think..)

List off any areas that have less than 10 (8 regular, two hidden), and then we can be more help. Help us help you!

There's 10 shines in each world plus the 100 coin shine makes 11.
The seven worlds= 77 shines

The 30 blue coins in each world make 21 shines. That's 98 shines for the levels.

In Delfino plaza there's 16 shines, and Delfino airstrip has 2 shines (first in the game then revisit).
Corona Mountain has 10 blue coins, the plaza has and 19, and the airstrip has 1. The 3 shines from the blue coins makes the total shines for the out of level areas 21.

98 level shines and 21 from the plaza and airstrip= 119.

The plaza and airstrips 100 coin shine count only as one, so depending on which area you did the 100 coin shine, you'll have one more making the total 120.

That total should be 22, not 21. Probably just a typo, the rest of the math is fine.

Under the bridge in Delfino Plaza where  the boat leaves and enters the trapped space, there is a shine in a sky bonus level that most people miss.
