The 3 shines from the blue coins makes the total shines for the out of level areas 21.

98 level shines and 21 from the plaza and airstrip= 119.

The plaza and airstrips 100 coin shine count only as one, so depending on which area you did the 100 coin shine, you'll have one more making the total 120.

That total should be 22, not 21. Probably just a typo, the rest of the math is fine.
