There are sentient Bullet Bills in Mario Party Advance and two of the Mario & Sonic games. They even have dialog.

Bullet Bills started out as just standard missiles with scary faces painted on them. Over time, more technology was added to them, starting with the heat-seeking models in SMB3,and later onboard computers able to make basic decisions, eventually culminating in models that are now fully self-aware. Different models coexist side by side, for cost reasons, and there are still dumb ones, but many of them are now sentient.

I would think that, logically, torpedo ted launchers and bill blasters would be in the same order at least. Maybe Bob-omb cannons and FLUDD too. Bullet Bills, Torpedo Teds and Bob-Ombs would likely be in the same class but a different order. Families would be divided up further by defense mechanisms and habitat, and there'd be several in the same genus as Bill Blasters, with Bill Blasters, Bombshell Bill Blasters, Bouncing Bill Blasters, Missile Bill Blasters, Banzai Bill Blasters etc. being unique species.

Why would some, but not all, of the same thing (Creature? Species?) be sentient? It seems weird for an arbitrary selection to be sentient when others are not.

I wouldn't say sentient and organic have anything to do with each other in Mario anyway. The question is more of what the minimum requirement is for something to be "alive," as examples of all combinations exist.

Clearly alive but probably not sentient: M&L:SS Goombas, Yoob, Little Mousers

Clearly sentient but would make sense to be inorganic: Yakkey, Monsieur Broque, some Thwomps

Clearly organic and clearly sentient: Lubba, E. Gadd, Wario

Clearly inorganic and clearly non-sentient: Coin, hammer, boot

The ones in Yoshi's Island and Mario Kart don't seem to be. Renaming them in TTYD I took as a retcon to them being little mousers at all

They're both still called "Chū-san" in Japan. I took it as the localizers wanting to give them an English name more in line with their Japanese name, as they otherwise have nothing to do with Mouser.
