In a word, yes. I is banned. An unsightly red box appeared three days ago on the forum index page stating:

"Sorry Guest, you are banned from posting or sending personal messages on this forum.
Spam"

Zero personal notifications later, I'm still completely baffled as to what exactly I did to deserve this and when, if ever, I can [legitimately] return. Any ideas as to who I could inquire to for answers?

You're not on the ban list, so there's no way this was intentional. But your IP doesn't match any other user's (unless it's a temporary one and your real one did). Unfortunately, I don't know what to do.
