But Mr. L dresses in green and is taller than Mario, as well as having Luigi's nose and mustache. I think it is evident that he's Luigi.

Wait, that's not how it happened! That's how Luigi got sent to World 7. He became Mr. L after Nastasia caught him and presumably brainwashed him.
