Until he was granted the ability to make threads. You get the ability to make threads once you post a few times.

Though a common rule of thumb in forums is that it's better to bump a thread than to start a new one, this thread was most likely more than 100 pages down. He had the warning when he was about to post that it was an old thread and probably should reconsider, but decided to post anyway.
