is wario a twin of mario?  a cousin?....A PART OF THE MARIO BROS.???????

My guess is, SML2 storyline aside, that he's either a creation of Kamek's or a ticked off video game character named Aldo that had his memory altered/fried by lightning, hence the lightning bolt style to his mustache.

And for those who aren't familiar with the character, do a search for a game called 'Aldo's Adventure'.  It's a nice little DK clone that has new levels consistantly being added with each version.
