Title: Where do I get the Jumpman badge?

I've looked all over for it in Paper Mario:TTYD, but I can't find it! Know where it it?

Is it a good badge?  I know it increases jump power by 1, but disables the hammer...but I guess if you add some plus-power badges to it, AND the power-jump badge, you could deal around 10 damage or so.
