I think people are confusing "erratic and useless" with "novel and entertaining." Actually, I think people are intentionally confusing the two parts, and then laughing amongst themselves as if it were all jolly good fun. Imagine a court of cocky top-hatted folk observing a partially drugged, scraggly clown who makes fun of himself by being loud and nonsensical.
