Is it possible to save in "Yoshi's Story?"

Save what? The game auto-saves which page you've reached and it saves how many levels you've uncovered in the Trial Mode... but seeing as you can do all that within one sitting anyway... well... seems kinda pointless really...

You're right, I've already beaten it.  That thing is even easier than "Yoshi's Island!"  I'm glad I didn't buy it.  Just one more thing I have to do before I return it: find the Neurons.  This website I've been to says that page 4-4 is the Neuron Jungle, and it looked really cool on the site, but different times when I get to certain levels some of the pages are gone, and when I went to level 4 after I read that it only had pages 1 and 2.  How do I get it to give me 4 as an option?

I assume you're talking about opening up the later levels. Well... in Story Mode you have to find all the big Hearts in each level to open up all the levels in the next world.
Find none and only the first level will be available
Find one and two levels will be open
Find two and three levels will be open
Find three and all the levels will be yours
