Actually, I think I read in a Mario Game Manuel....  I'm not sure wicht one that Wario and Waluigi are cousins of the Mario Bros. I'm at least 85% sure.

Wario and Waluigi are not twins because Wario is 8 years older than him. Waluigi debuted in a multiplayer so he popped out of nowhere and he seemed to be on Wario's side so they are friends, not twins. As for Mario and Luigi, Mario is 2 years older than Luigi. So they can't be any kind of twins.

The year in which they debuted has nothing to do with how old they are in the continuity of the games.

This is how I always thought it was...
Mario and Luigi are brothers.
Wario and Waluigi are brothers.
Wario and Waluigi are cousins of Mario and Luigi.
Maybe I'm wrong but I think I remember it being this way.

I think Wario and Waluigi are brothers, but no one knows (yet) how they're related to the Mario Bros.
