In smb2 on 4-1 how do you get past the dead-end.

Finally, someone posted!

Notice the piece of grass beneath the three ice blocks at the far right of ther stage? Jump up and to the right so you fall off them, then push leftso you land on the ledge below with the grass.  Pull up the grass and it has a rocket ship which will take you to an upper level.

Where do you find the magic whistles?

I assume you mean SMB3 because that is the only game with magic whistles.  The whistles are as follows:
1. In level 1-3 crouch down on the floating white block toward the end of the stage.  Eventually you will fall down to the ground.  Run like crazy to the end of the stage and when you reach the black area you will be teleported to a Mushroom house with the whistle.
2. In the World 1 fortress, take Raccoon Mario to the end of the stage (with the dry bones and the door).  Stomp the dry bones and use the area as a runway to fly over the wall.  As you fly off the screen hold right and when the screen stops scrolling right push up.  You will enter a room with the warp whistle.
3. On the World 2 map, get the hammer from a hammer brother.  Go to the far upper-right corner of the map and use the hammer.  It will open a secret passage to the right.  Take it and you will encounter another hammer brother (actually a fire brither).  Defeat him for the whistle.
