The VC ROMs are heavily encrypted. Of course people have tried. Also, each ROM comes with its own emulator right now. Inefficient, but theoretically some VC games might support emulation of chips that other ROMs don't based on what they need to emulate. But really... did you think no one else thought of this before you?

Actually, foreign players do get foreign games.  Domestic players don't.
