Yes, it is. It's a spinoff of the long-running Command & Conquer series; rather than the GDI/NOD conflict of the base series or the Allies/Soviet(/Rising Sun) conflict of Red Alert, it involves real-world factions in a more modern setting.

I own the game (via the decade box) but have never played it. Sorry, bro.
