In Luigi's Mansion Mario hides a star on a secret passege that looks simmiler to Star rode...... can Mario control the stars.... can he make things like that.... strange... dont you think?

Mario didn't put it there! When he dropped his items the ghosts put them in hard to get palces so Luigi couldn't find them. That star is most likely one of the 120 from the castle.
