Bowser's speed Inconsistency ?

I guess,Sport games emphasize every character's ablilites,and Mario don't have to beat him to save somebody.But in some other games,like Mario galaxy,Bownser is the identity of a boss,so emphasize his powers.
Overall,each kind of games' have different Requirements.
