It isn't 13 characters, nor does it have 13 characters, any number, no @, isn't a Mario character, nor written in Psuedo-1337. Well then.

HINT IV: It is a character from a Mario game on the Super Nintendo. There are two "M"s and two "1"s, but no other characters are repeated.

GAH! We are all idiots!  The character can't be Mallow Nimbus, because it needs 13 characters with NO SPACES!  It needs nine letters!

Good realisation.

HINT V: This character is in my favorite level/area of ANY Mario game. (This one MIGHT really help, or not help at all. Who knows?) Also, the "1"s do not represent the letter "L" in this case, rather "I".
