Apparently it had to do with other "useless" items being useful in other Zelda boss battles.
Remember that your first Goomba boldly you walk? When Mario touched that mushroom being brought up more largely remember that you are surprised? Miscalculate your jump that pit remember that it falls?

He stops moving and looks up at the hook as if to say "What the heck are you doing!?" And he leaves an opening after you put it away so you can score a fast slash or two.
