The only one of those three characters that would be at all interesting is Ringo.



I don't know why anyone would want her over Arle or Amitie, though.

Sorry, his only appearance on a Nintendo console can't really be considered since he's just sort of there. Andou Ringo, on the other hand, made her debut on a Nintendo console as a playable character.

Characters unique to the Paper Mario series have almost never reappeared in other games (other than SSBB stickers and such), and I don't think that'll ever change.  I'm not sure that there's really all that many characters that need to reappear, anyhow.
If she is indeed genetically mutated such that she has an eye in the back of her head, then I guess that she is genetically mutated and has an eye in the back of her head.
