Can you really say that peach is stupider than Bowser? Even if she knew exactly when he was coming, down to the hour, only the Mario brothers could do anything about it. The toads in the MK are really incapable of fighting bowsers army.
And her attacks in Mario RPG are meant to show that she is girly, not stupid.
