Need a HTML layouter/ PHP Programmer

Hello guys, i have a website, which closed down, because i had a new idea...

if that's not enough info, read below:

For PHP programmers:
As you can see, there's a log-in thing on meh site. i need this working, so people can submit their comics manually to the website, they can rate other comics, they can enter a chat and a forum. actually, people sumbit those comics to my upload server, i'll rate it and decide if i want their stuff or not (this leads to a "under judgement" site).

For HTML Coders:
Just make a template which looks exacly like the img i made (or very similar to it)

Why don't you install PHPNuke? I think there are modules for it that include everything you want to do.

well, i had a php nuke site. The good thing about it is: it's easy, it's fast. But the problem is: i don't know to to make my own layouts there, and i don't know how to install an Invision power board there. Also, i don't like the ads and such. other than that, if you know how to do it, then contact me and we can discus about such things.
