Nope.
The man has a red shirt in the upper right picture, but has a yellow shirt in the ball field?
The guy in the upper right is the pitcher. In that picture he is wearing a red shirt. He is also wearing a red shirt at the mound, so nope that's not right either.
The guy batting is wearing a yellow shirt and white pants, but the guy about to steal second is wearing a white shirt with blue pants.
There is not one person on any of the bases, and the guy you are speaking of is a base coach or a umpire. And if that were a runner, he would be stealing third not second. So that's definitely not right.

Well anyway considering the canonical authenticity (I wonder if I am saying what I want...) of the pic, any answer is as good as mine.
Maybe it is grandpa smurf cosplaying as Mario.
Maybe we should make a thread about him.
