That's true, but here's a clearer walkthru on how to get the Blue Switch Palace:
In Forest Illusion 2, the Water Level, near the end of the level, you'll find a yellow exlamation mark box. Go left of this and you'll see a "questionable" wall. Keep swimming, and you'll swim right through it. After this, you'll find a key and keyhole.
