Simple: The Leaf gives Mario the gift of flight. Run up to full power (flashing "P"), and jump. Tap the A button to fly. It will wear off in a while, but Mario can hover down if the player still taps the A button.
The racoon (or Tanooki Suit) does the same thing as the Leaf, but it also enables Mario to turn into a statue (Down + B) for about 5 seconds. This disguises himself from the enemy.
