Mr. L is Luigi.  In Super Paper Mario he is turned into Mr. L by Count Bleck or Nastia.
Probably likes Sonic games better than anyone else on the fungi forums.

then explosions start going off in there.
He emerges as Mr. L.
This happened three months ago and I can still remember it, for some reason.

Wait, that's not how it happened! That's how Luigi got sent to World 7. He became Mr. L after Nastasia caught him and presumably brainwashed him.
