In Super Mario Sunshine, Mario doesn't talk at the court or when they arrive at  the air port.  You can see his mouth moving, but nothing comes out.  In the next Mario game, he should be able to talk, opposed to everyone else but him talking.

Because it's partly an adventure game, and in most adventure games (like Zelda), the hero doesn't talk, like in RPGs. The only adventure-type game I know of where the hero talks is Star Fox Adventures...
That was a joke.

Mario did speak in SMS. A voiceover at the title screen and when entering certain areas(voiceovers as well) His actual character did say "Mama Mia" in M64 when he was thrown out of a level.

He means actual speech. Not catchfrases and voiceovers.
Put it this way. Why didn't he actually say the words in the speechbubbles?

"I see!" said the blind man, to his deaf son, as the no-legged man walked by.

It's what CW said. It makes you feel that YOU'RE actually the hero, vs. just simply controlling him(or her). YOU take on that role. If Mario talked, it would take away that feeling. To quote Toad from SMRPG, Mario's "the strong, silent type." ;P

Mario was saying, "Peach, your buns are big."

Peach just decided to wear her invisible headphones so she wouldn't hear Mario. She put them on everyone who ever lived so no one could hear Mario and that's why we don't hear anything.

Ok, ok, that's not true, but I'm getting mad at Nintendo for being bad with voices...

My favorite Mario line is in SM64 where Mario's in his sleep and he says "Ah spagetti, ah ravoli, ah Mama Mia!" or something like that! Does anyone have a WAV of that? I'd really REALLY appriciate it!

He says "I'm-a tired!"
Anyway, Mario says Mama Mia in SMS too, and Let's-a go and Here we go and in we go, you just have to listen.

Although, I don't quite agree with Sapphira about not feeling like you're the person... I feel more like I'm Fox McCloud in SFA than I feel like anyone else in any game, and Fox talks through the whole game.

"Well thanks for nothing! If it wasn't for me, you wouldn't be standing here at all!"
That was a joke.

Oh yeah, Mario says "AAAAAAHHHHH... Arrivederci..." when you run out of life energy or time, too.
Oh and he says "MAAMA! Hot, hot hot..." when you run into fire.

--No, I just don't remember him saying that.

He doesn't always say it, because sometimes it fades out before you can hear him, and he says it really quiet.
That was a joke.
