Most only work for people who are voiced, halfps, or ops. If there are any that work for normal people, MaxVance is sure to use it so much that it becomes restricted. That's just how it goes. :/

Paraphrase: It's a status, of sorts. Each level of status (lowest is regular; then voice, then halfop, then operator, so on) gives more privileges.
