I posted this on the other board, but nobody responded.
How is what the enemies do determined? For example: The Fire Bros. will sometimes jump and then spit fireballs, other times they will just walk back and forth. How is it decided which they do?

That's a good question! I think that there is some sort of primitive AI alogarithm involved, especially in the old skool 8/16 bit Mario games. Maybe someone else knows a lot about this one...
