Well, it depends.

If you mean in the game itself, while you play, he is in the room you get to going into the left door in Bowser's Keep in that room with the MagiKoopa. He sells you junk.

If you mean in the course of the game... then yes, as Marionut#1 says, it is the credits parade.

Technically you're correct, Marionut, however, Insane Steve gave the answer I was looking for (the location in Bowser's Keep). (In the ending sequence, the last *specific* place he was seen (outside the parade) was at Yo'ster Isle. If you had mentioned that, I might have given it to you.) But the point goes to Steve! (Marionut, I'll give you a freebie, though, so if you get any points and then answer incorrectly, I won't deduct a point.)

I must've copy-pasted the scores from an earlier post w/o thinking and upgraded it. x_x ) Gah! With all these contestants, it's hard to keep track!
