Yes, Nintendo hands out lisences for their most profitable characters to other companies on occasion.  (i.e. Hal Labs/Smash Brothers)

Holy Cow!  A quadruple post!

Well, theoretically Nintendo mascots could wind up on non-Nintendo platforms (like Hotel Mario).  However, it is highly improbable.

     A Mario game that is disturbing, hmm...
I thought that Mario's Time Machine was odd ob both system and PC platforms.  It was (gasp)educational.  That and it wasn't a really good game to purchase.  Mario Is Missing is on the same level.  Do get back to me on SMB 2 on GCB, because I personally enjoyed it.
