Luigi does plenty. He never wanted to be in on all this action y'know. Mario just drags him along.
Doesn't mean Luigi isn't cool though. Luigi is the second player in Multiplayer games, and there haven't been many of them recently... so Luigi has been left out. However, he appears in all the Multiple character choice games.
Don't complain. He was awesome in MK64, Mario Golf and I expect he'll be awesome in Mario Tennis too.
