This is my first time inside of one of Chupperson's posts. *Looks around* You have an interesting sense of decoration, man. It looks as though I'm standing in your signature, which has to be the longest (except perhaps for Wheel_kirby's former sig) I've seen. . . . I'm in your signature?!!
According to my tests, for those who are interested, a moderator is allowed to edit posts in any forum and close and delete topics only in his or her own forum. And that's it; no other abilities (such as moving or reopening topics) are endowed to moderators.
*Looks up* To answer your question up there on the ceiling, Chupperson, I am the moderator of Game help; I do not feel the need to close topics at all.

Well, the Mario Bar DOES have a point. there, the member talk about anything they want. Here, though, is a thread with a generic title and no message in the inital post. Isn't it kind of ... useless? My experience in Admining a 15000+ member forum taught me to close these kinds of threads. Are you going to argue with over a year's admining experience? And this is the first thread I closed that is not a test. Let's keep track here:
