Nobody knows for sure, but the common consensus here is that Boos are a strange, supernatural race that enjoy scaring people. Many serve under Bowser, which means M&L are their enemies.

But they are admittedly "ghosts," so they may be the deceased residents of the mushroom kingdom. And, as evidenced in SMRPG and Paper Mario, they're not all bad.

That was a joke.

I said "many" serve under Bowser. However, I think that I should have said many for scaring people, too. But other than that, I stand with my definitions.

I tend to think of Boos as mischief-makers independent from Bowser. Some are less "mischievous" than others--varying from evil to friendly. I suppose some work for Bowser, too, but it doesn't seem the overall general species does.

Edit: I also think some may be ghosts of dead Mushroom Kingdomers, but mainly, as a whole, the species is an actual un-dead species--like, born or whatever from other Boos. It seems, as evidenced in PM2 (trying not to spoil here), Toads that have died can CHOOSE to remain on earth if they wish, and they take the form of their original self, only...genie-like-hovery-ish and can make themselves invisible and semi-visible.

But hey, as a Boos are the ghost-type, it comes alot of different shapes and sizes, but they just all look like and puffy white ghosts like a pillow, and..they're all kinda tricky though. Most of the boos appear in groups, but single ones can be found be found in many places too. All the boos love to play tricks on and scared people, but when it faced by someone with alot of courage, they hide as they transparent to vanished. They like to haunt old building, and a single castle or a mansion can be haunted by a dozens or hundreds of boos!

Well... except even a different boos are kinda....friendly or citizen, like Lady Bow.

Boos were pretty cool in the first Paper Mario. None of them were actually your enemy....
