The FAQ verified that it's not. It's a joke because the King of Town went as Mario for Halloween.

I can't really say that it was "hilarious", but I wish it was beatable because I thought that might be pretty fun.

The whole point of Mario is... jumping. I really wouldn't be surprised if Nintendo made a game like that...

I thought it was pretty close to hilarious, but not enough, yeah it's funny because,
Mario has no legs, and he makes his own music by humming. Now remember, that's only my opinion.

That's not Mario. It's the King of Town dressed as Mario. Click on the King of Town when Pumpkin Carve-nival is over to access the game as an easter egg. It's funny because Mario runs and jumps, but the King of Town would NEVER do either.

Okay...That was the weirdest thing I've ever seen, but it pretty much answers the question. Obviously, no one would buy such a game.
