There's an invisible platform outside of Creepy Steeple that you can find once you have the Ultra Boots. Position Mario under the highest part of the archway in front of Creepy Steeple, then perform a Spring Jump (hold the A button and rotate the Control Stick). The jump should propel you to a small, invisible platform.
